Since 2014, OHCHR has been documenting civilian casualties in Ukraine.

Most of the civilian casualties recorded were caused by the use of explosive weapons with a wide impact area, including shelling from heavy artillery and multi-launch rocket systems, and missile and air strikes.

OHCHR believes that the real figures are considerably higher.

Civilian Casualties

The humanitarian situation in Ukraine deteriorated drastically and rapidly in 2022, after russia’s invasion dramatically escalated eight years of conflict into a full-scale war. The number of people in need of humanitarian aid and protection increased from approximately 3 million people at the start of the year to nearly 18 million a few months later. The United Nations and partners have been assisting vulnerable communities in the conflict-torn eastern regions for the past eight years. Now we are collectively scaling up our supplies and services to meet the massive and urgent relief and protection needs for civilians across the country.
